Richard Henry Williams, 76, of Rye Beach, N.H. (formerly of Whidbey Island) died March 19, 1995, after a brief illness. Memorial services will be planned later. Mr. Williams was born in South Bend, Ind.

He served in the Army as master sergeant in the Aleutian Islands and Germany during World War II. He completed his Ph.D. in educational psychology at the University of Wisconsin in 1956. After a short tenure with the Rand Corporation, he was a founding member of the Systems Development Corporation, where he was a project chief during the development of the North American Air Defense Command. He lived in retirement on Whidbey Istand before moving to New Hampshire.

Mr. Williams is survived by four sons, Perry Williams, of New York, N.Y., Philip Williams of Marlboro, Mass., Michael Williams of West Stockbridge, Mass., and John Williams of Cumberland, R.I. (formerly of Oak Harbor); two stepchildren, Steven Smith of Philadelphia, Pa., and Chris Smith of Medford, Mass.; and 10 grandchildren.
